What the numbers do not say
The salary column is a local salary
$2,077 a month is what employment in Portugal pays on average, not what you would earn there. If you carry a US income with you, the salary row stops applying and only the cost rows matter, which changes the result of this whole page.
US healthcare hides inside the employer
Employer-sponsored single coverage averaged about $777 a month in total premium, most of it paid by the employer, before deductibles and out-of-pocket costs. That cost never appears in a consumer price index, so a raw price comparison flatters the US. Portugal collects it differently (Universal public system), and what you can actually use depends on your status: Access follows legal residence, not employment or contributions. Once AIMA issues your residence permit you register in the Registo Nacional de Utentes at your local centro de saúde with your permit, passport, NIF and proof of address, and receive a número de utente that gives you full SNS coverage on the same footing as a Portuguese citizen. Before the permit arrives, a junta de freguesia declaration proving more than 90 days in the country gets you urgent and vital care at SNS expense, but not registration with a family doctor. AIMA requires proof of health cover (private insurance or SNS registration) at the permit appointment, so almost everyone buys a private policy for the first year.
Tax follows your citizenship, not your address
The United States taxes citizens on worldwide income wherever they live, so the tax row is not a swap of one system for another. Portugal has an income tax treaty with the US and a totalization agreement, so social contributions are not paid twice. Local tax residency rule: Article 16 of the Código do IRS makes you a Portuguese tax resident if you spend more than 183 days, consecutive or not, in Portugal during any 12-month period, or if you spend less but keep a home there in circumstances suggesting you intend it as your habitual residence. Residency can begin part-way through a year, from the first day of presence in the qualifying 12-month window. Residents are taxed on worldwide income; non-residents only on Portuguese-source income, generally at a flat 25% on employment income.
Top rates are not what you pay
The table shows 48% against 37%, but those are top brackets. Where the brackets start, what social contributions add, and what deductions exist decide the actual bill. The two sides are not measured the same way: the US figure is the top FEDERAL rate only, before state and city income tax, while many countries' headline rates already include regional or municipal tax. Read the gap as indicative, not as a like-for-like difference. You keep filing a US return forever. The US-Portugal income tax convention signed in 1994 and effective from 1996 contains the usual saving clause, so it does not stop the US taxing its own citizens; it mainly assigns taxing rights and lets you claim relief. In practice you use the Foreign Earned Income Exclusion (up to $132,900 of earned income in 2026) or the Foreign Tax Credit, and often the credit is better because Portuguese rates on middle incomes are high enough to wipe out US liability while still counting toward your Social Security record. The US-Portugal totalization agreement, in force since 1 August 1989, keeps you off double social security contributions and lets you combine credits from both systems. The old NHR regime was revoked with effect from 1 January 2024 and was replaced by IFICI (informally NHR 2.0): a 20% flat rate for ten years on Portuguese employment and self-employment income in qualifying research, tech, industrial and higher-education roles, plus exemption for most foreign-source income. Foreign pensions are explicitly excluded from that exemption, which is the single biggest change for American retirees. FBAR and Form 8938 reporting still apply, and Portuguese banks will ask for FATCA paperwork.
Consumption tax lands differently
23% VAT is already inside the shelf price in Portugal. The US average sales tax of 7.5% is added at the till and varies by state and city. Comparing the two rates directly overstates the gap you feel at the counter.
National averages hide the city you would live in
Every figure here is a national average. Lisbon does not price like the rest of Portugal, and the US average is stretched between Manhattan and rural Ohio. Compare the city you would actually move to against the city you are actually leaving.
The exchange rate is a live variable
Local prices and salaries are converted to US dollars so the two columns can be compared. Everything on the Portugal side is quoted in Euro at home, so a swing in the EUR to USD rate moves every number in that column without anything local actually changing.
Nothing here prices the move itself
Shipping, flights, a deposit on a first lease, visa fees and the months before local income starts are one-off costs that sit outside a cost of living index. They usually decide the first year, not the price of groceries.

The call
Portugal is the best value in Western Europe for an American with dollar income who wants safety, sunshine and real public healthcare, and it is still the easiest EU country to get a residence permit in if you have passive income or remote work. It is a much weaker bet than it was two years ago for anyone whose main goal was a fast EU passport or a tax-free pension, because citizenship now takes ten years and foreign pensions no longer get a special rate.
Portugal suits you if
- Remote workers and freelancers billing US clients, who keep dollar earnings while paying Portuguese prices
- Retirees with Social Security or pension income above about $1,100 a month who want low-cost universal healthcare
- Families who want cheap, high-quality public healthcare and low violent crime without a European tax on everyday life
- Investors willing to lock EUR 250,000 to EUR 500,000 into funds, research or cultural projects for residence without living there full time
Think twice about
- Citizenship now requires ten years of legal residence for Americans, not five, under Lei Orgânica n.º 1/2026 in force since 19 May 2026
- Foreign pensions are fully taxable at rates up to 48%; the IFICI regime that replaced NHR excludes pensions from its foreign-income exemption
- The national median rent on new leases rose 9.1% year on year in Q1 2026, and Lisbon's median new-lease rent is now EUR 17.42 per square metre, up 8.2%
- Local salaries are low: the average full-time worker nets about $2,077 a month, so a local job usually means a large pay cut
- AIMA appointment backlogs are long, and there is no route to regularise from inside Portugal, so you must arrive with the right visa
- Cars, fuel and electricity are far more expensive than in the US, and most apartments have no central heating

What these numbers are. The headline figures were re-derived from primary sources during review. Some category indices could not be matched to a published statistic and are reasoned estimates, marked as such in the list below. Where a source entry says a value is derived, estimated or crowd-sourced, that is exactly what it is: no international body publishes a like-for-like index for every category, and private insurance premiums are not published at all in most countries. Rent figures are national market averages, so a capital city will run above them. How the dataset is built.
